I had a workshop recently where I plugged the need for the site to create more quality content so that it will get linked to.
Some of the things I suggested are below...

Forum
Quality Articles
Newsletter archive
Do's and Don'ts
Glossary
Blog
online tools / download tools

Essentially something worth linking to from sites that cover the theme. Not all of the above were applicable to the site due to its theme but it got them thinking about how they could add quality content. The company director then asked what I considered to be an excellent question...
How do people find out about these great new features etc. if we can't be found? Surely we need to be found first before anyone can find the content and deem it worth linking to?
The classic chicken before the egg syndrome. You need links to improve your rankings (particularly with Google) but you need rankings to get the awareness of the new content so that webmasters will link to it.
I thought it would be a good idea to share my response here for others that feel their content deserves being linked to or plan to create unique/valuable content.
I told the director that in this situation, a campaign PR (the public relations kind) can work very well to get your new features on the map and hopefully linked to. There is of course prweb.com that will submit for free (I think, someone please correct me if I'm wrong) but there are other professional PR companies that make extra efforts such as contacting known editors in your branch that they have raport with and have much more of a hands on approach to promoting your site / company. They do charge of course but if you are serious about getting the word out there and obtaining quality news based links for example then a carefully scripted press release can work wonders (especially if you wrote a controversial article
)
If you dont have the budget then of course you can go along several routes or better combine your PR campaign with oen or more of the following.
I started off in the usenet (alt.internet-search-engines) and used my signature and hopefully useful posts to make the barely 1 month old Abakus known. Just about every theme has a usenet resource so check out google groups or better get a newsgroup software like Agent Forte to check out what is available for your theme (you may need to subscribe to a news server, real cheap though, I pay 10 bucks a month).
I got bored with that and went on to the web forums (SEOChat was one of the first). I stress here I NEVER spammed with "check out my site..." type nonsense but simply contributed with hopefully helpful posts as much as I could.
Blog comments will also help but again, NEVER spam, contribute.
The public relations side however is often ignored and if you are lucky can bring about some links from some heavy weight sites that will help you a great deal in becoming an authority. Thats why I am happy for any articles I write to be published all over the place (as long as im accredited with a link.)
A sponsored listing campaign to get the word out can also help but can be expensive if you are targetting competitive terms.
Basically I recommend if you have UNIQUE or HIGHLY useful content that you dont spare the effort to get the word out through whatever means possible and if you have the budget do not forget to use a public relations campaign.
As Google places so much weight on domain popularity and links from authorities it is vital you get as many links as possible.
Webmasters need to know the content is there though first!
