Scheint also, wenn ich es nicht falsch gelesen habe, etwas anders als bei uns zu sein: Bei uns wendest Du Dich einfach an DENIC. Bei .com-Domains solltest Du Dich wohl an den Registrant der entsprechenden Domain oder gleich an den Staatsanwalt wenden.
Ein Vorschlag von mir: Wenn Du Probleme mit einem "Kollegen" haben solltest, dann versuche am Anfang, es mit der betreffenden Person auszudiskutieren. Man muss sich nicht gleich von Anfang an übergeordneten Instanzen zuwenden.
Bin mir aber nach wie vor nicht im Klaren, worum es Dir überhaupt wirklich geht.
