No. You can register your domain with Denic.Direct, directly with the .de-registry and they charge you insane prices. If you'll register your domain through a member of the denic (pretty much every provider), you'll get the "real" conditions. Yeah, probably, since the form is about .de-domains. That would solve your problem and it's fair priced at a one-time fee of 10 Euros (as far as I saw while skipping through the pages). You can also register multiple domains with that one agreement. .com? I think he made a mistake, probably he meant .de as I was questioning about that ;)
