Let me explain...
A cloaked page would be easy discovered in google if you compare the cache with the page visitors see.
The reason is easy...they show another page to an SE then the visitor sees..
(the basic from cloaking)
For this reason a webmaster that makes a cloaked page will disable google cache to prevent being discovered and reported.
Because the SERPS will show another page then the page visitors see the only way to catch the cloaked page is the date of the google index and the date of page creation.
The cloaked page is mostly switched on IP base...with all google IP's inside.
Another SE will show the normal page so you can also compare the same site on a search engine like MSN or Yahoo and compare it with the Google one.
Still, its better to make good pages with a lot content then to seek for cloaking tricks that might turn wrong later.
