Die wollen sich in der Einführungsphase bestimmt erstmal noch beschränken. Genau genommen muss man auch nicht US Bürger sein, sondern in den USA wohnhaft sein:

Participants of the program must be a resident of the U.S., with valid U.S. Social Security number or Tax ID.
