As you know there are various ways to create a frame page.
The classic one <frame name=leftframe....> will be recognized as frame page but there are ways to hide that it's frame page for google and the "noframes" page looks like a normal page in the 'eyes' of google.

I agree that this is still not the best solution but at least the links get followed in such a configuration.
For flash sites i choose for this option mostly because else only layers are left and i am not really a fan on those also.
